[CLOSED] Call for service providers for decision support tools

The Oscar M. Lopez Center is inviting potential service providers to develop and enhance decision support tools, namely the eCCET Helper and Upturn Online Solutions Platform. These two tools aim to increase the capacity of the public to use evidence-based information in their planning and decision-making processes.

The service provider will render upgrades to the eCCET Helper, continue the design and development of the Upturn Online Solutions Platform, and make these two tools interoperable. The service provider will also conduct usability testing (optional), product launches, and maintenance for a year.

The eCCET Helper aims to assist planners in climate planning and budgeting, putting risk information at the forefront of planning and guides the planner through the Climate Change Expenditure Tagging (CCET) system of the government as a planning framework and strategy.

Still in its design phase, the Upturn Online Solutions Platform intends to help users to access and share data and information on climate change solutions  and provide a tool that will assess local climate change risks and identify/prioritize adaptation solutions.

The service provider should be a digital company well-versed in web application, web design and development, content management system (CMS), and interactive media, and must meet the following eligibility criteria:

  • Offers web application, web design, and web development services
  • Has experience in developing online decision support tools; organizations that have created planning or data gathering tools related to climate change or sustainable development is preferred but not required
  • Possess necessary government permits and documentation (BIR Form 2303 / Certificate of Registration, Official Receipt, SEC Registration)

Details on the main scope of works will be discussed during an online briefing session on August 26, 2021, Thursday, 9:00-11:00 am PST, via Zoom. Should you be interested in participating in this call, kindly email [email protected] on or before August 24, 2021, Tuesday, 12:00 PM PST along with the names of the representatives (kindly limit to a maximum of 3 persons) from your organization.
