Quezon City local planners trained on using eCCET Helper, Upturn Tool

Five representatives from the Climate Change and Planning Department of the local government of Quezon City participated in the fifth session of the eCCET Helper and Upturn Tools Capacity Development Series organized by the Oscar M. Lopez (OML) Center, Thursday, February 13, at the Rockwell Business Center, Tower 3 in Pasig City.

The session, led by the OML Center’s Knowledge Production Unit, offered hands-on training on the effective use of climate change adaptation tools — the Upturn Tool, an inventory of climate change solutions, and the eCCET Helper, a tool designed to aid local government units (LGUs) in the Climate Change Expenditure Tagging (CCET) system. This session aims to equip local planners with practical skills to integrate evidence-based climate information and strategies into their planning and decision-making processes. Ultimately, the initiative targets to bolster capacities of local government units (LGUs) in developing more climate resilient and adaptive communities in response to the worsening impacts of climate change in the Philippines.

As part of its commitment to continuously empower local planners with user-friendly climate tools, the OML Center initially launched this capacity development series in 2024, with planning and DRRM officers from the local governments of Sta. Magdalena (Sorsogon), Hagonoy (Bulacan), Calanogas (Lanao del Sur), and Ormoc City (Leyte) as the first four participant batches.

About the eCCET Helper and Project Upturn

The eCCET Helper is a web-based decision tool for climate change planning that aims to support the government’s CCET system by enhancing the planning and tagging process with relevant climate information. Integrated into the eCCET Helper, Project Upturn provides a comprehensive list of climate solutions that are peer-reviewed, vetted by experts, and successfully implemented in other LGUs. More information about Project Upturn: https://www.omlopezcenter.org/our-work/project-upturn/
