Executive Summary

In-depth risk analysis, which includes risk assessment and risk management, can be instrumental in managing the impacts of climate change. With this lens, this project focuses on food and environmental security in the often-affected municipalities of Paniqui, Pura, and Ramos in Tarlac province. For the risk assessment, the Monte Carlo Simulation/Modeling is used to determine the optimal value of risks in terms of hazards, exposure, environmental security, and vulnerability. These risks are equated to the financial correspondence using cost-benefit analysis. For the risk management, the Driver-Pressure-State-Impact-Response (DPSIR) Model and Policy Modeling are introduced through climate change adaptation and disaster risk reduction and management schemes such as CCA-DRRM guide books, hardware, and a software model that are pertinent to the communities.
